Payroll Tax - Medical Industry

Hi, just wanting to check whether payments made by clinic to a "sole trader contractor - GP" would need to be included in payroll tax?  I thought I remembered seeing something that said they didn't but of course I can't find that anywhere now.  Anyone have experience of this that can help?
