Billing while working under supervision

I completed my cert 4 in Accounting and Bookkeeping, and now trying to accumulate relavant experience to be a BAS Agent.

 I have a registered BAS Agent who has agreed to give me supervision on my work. My question is, can I bill client directly for my work in this situation?

 I'm currently working for a different Tax Agent as a contractor, but the Tax Agent wouldn't pay my bills until the clients pay her bills. The Tax Agent is frustrated sending reminders to the clients as well. As I'm the one who communicate with the clients at the frontline, they say they are more comfortable paying me directly. I don't want to cause trouble to either of them so if there's options in terms of billing the legislation allows for an unregistered bookkeeper, I'd like to be advised. Thank you!
